أفاد أغودو أن الغالبية العظمى من سكان القطاع لا يحصلون على المياه إلا بكميات محدودة جدًا، أو تصلهم مياه ملوثة تشكل خطرًا جسيمًا على صحتهم.
وأشار المقرر الخاص إلى أن الحصار الإسرائيلي المفروض منذ أكتوبر 2023 شمل الغذاء والماء والكهرباء وسلعًا أساسية أخرى، لافتًا الانتباه إلى أن الأزمة خرجت عن السيطرة، بعد قطع إسرائيل الوصول إلى الوقود اللازم لتشغيل محطات تنقية المياه والآبار.

وأكد أن التدمير المتعمد لأنظمة المياه يعني استخدام المياه سلاحًا في الحرب على غزة، مشيرًا إلى أن الهجمات الإسرائيلية على بنية المياه في غزة خفضت نصيب الفرد من المياه يوميًا إلى 5 لترات فقط، وهو 'غير كاف لحياة طبيعية'.
