مطالب بضمان حق الموظفين والأجراء في متابعة الدراسة الجامعية بالمغرب

وجهت فريدة خنيتي، النائبة البرلمانية، وعضو فريق التقدم والاشتراكية بمجلس النواب، سؤالا كتابيا، إلى عز الدين ميداوي، وزير التعليم العالي والبحث العلمي والابتكار، حول ضمانات الحق في استكمال الدراسة بالتعليم العالي بالنسبة للموظفين والأجراء.

وساءلت النائبة البرلمانية ذاتها، وزير التعليم العالي والبحث العلمي والابتكار، عن الإجراءات والتدابير التي ستتخذها الوزارة من أجل الحرص على ضمان حقوق الموظفين والأجراء في متابعة دراستهم الجامعية، كحق دستوري مكفول لجميع المغاربة، وبدون شروط أو قيود.

وفي هذا السياق، أوضحت البرلمانية نفسها، أن جامعة محمد الأول بوجدة تعيش استياء كبيرا، على إثر الإعلان عن فتح الترشح لمسالك الماستر في إطار الدراسة بالتوقيت الميسر المؤدى عنه بالنسبة للطلبة الموظفين والأجراء في القطاع الخاص، وفرض رسوم مرتفعة من أجل استكمال الدراسة الجامعية، والتي من المفترض أن مجانية التعليم حق دستوري.

وتعتبر هذه الإجراءات، بمثابة تكريس لمنطق المتاجرة في التعليم وضرب مبدأ المجانية، بما يعتبر مساسا خطيرا بأحد الحقوق الدستورية، وإقصاء فئات مجتمعية واسعة، ليست لها القدرة ولا الإمكانيات لاستكمال مسارها الدراسي، بما يكرس منطق الاقصاء الاجتماعي والمساس بمبدأ تكافؤ الفرص، في ضرب صارخ وتعطيل فج لأدوار الجامعة المغربية عبر التاريخ، التي لم تكن يوما في خدمة فئة اجتماعية على حساب فئة اجتماعية أخرى، فضلا عن قيمة الشواهد العلمية والمعرفية التي تميزها منذ عقود، بحسب تعبير النائبة البرلمانية ذاتها.
