مطالب بإنصاف المتصرفين التربويين ضحايا "السنوات المقرصنة"

 وجه حسن أومريبط، النائب البرلماني عن فريق التقدم والاشتراكية بمجلس النواب، سؤالا كتابيا، إلى محمد سعد برادة، وزير التربية الوطنية والتعليم الأولي والرياضة، حول إنصاف المتصرفين التربويين أفواج 2016-2017-2018- 2019 ضحايا المرسوم 2.18.294.

وساءل النائب البرلماني ذاته، وزير التربية الوطنية عن موقف وزارة من الضرر الإداري الذي لحق بهذه الفئة وعن مدى عزمها اتخاذ إجراءات إنصاف فوري، كاحتساب السنوات المقرصنة ضمن الأقدمية الإدارية وإحداث آلية استدراكية تسوّي وضعية المتصرفين التربويين المتضررين من المرسوم رقم 2.18.294، أسوة بما تم لفائدة فئات أخرى من نفس القطاع وإسوة بالأفواج اللاحقة التي احتفظت بأقدميتها الإدارية.

ونبّه البرلماني نفسه، إلى أن فئة المتصرفين التربويين المتخرجين من المراكز الجهوية لمهن التربية والتكوين مسلك الإدارة التربوية، أفواج 2016-2017-2018-2019، تُعاني من وضعية إدارية غير منصفة، نتيجة تطبيق المرسوم رقم 2.18.294، مما نتج عنه ما بات يُعرف وسط هذه الفئة بـ"السنوات المقرصنة".

وأضاف "فبينما استفادت أفواج لاحقة من سنوات اعتبارية مكنت أصحابها من الترقية إلى الدرجة الممتازة أو الترشح لها، فإن هذه الفئة حُرمت من حقها في الأقدمية الإدارية، وهو ما ترتب عنه فقدان سنوات أقدمية إدارية (تتراوح بين 3 و5 سنوات) مقارنة مع نظرائهم من الأفواج اللاحقة، رغم توحد المهام والتكوين والمهام المنوطة بهم؛ وحرمان بعضهم من الترقية إلى الدرجة الممتازة رغم توفرهم على شرط الأقدمية الفعلية في الممارسة، وذلك بسبب السنوات المقرصنة، وغياب أي مسطرة استثنائية لمعالجة هذا الضرر الإداري، رغم وجود نماذج سابقة في أنظمة مماثلة".
