نقابة ترفض رفع سن التقاعد وتطالب بإصلاح شامل وعادل للصناديق

أكد الاتحاد الوطني للشغل بالمغرب، على رفضه لمقاربة الحكومة الحالية في تدبير ملف صناديق التقاعد، وعدم موافقته على أي إصلاح مقياسي جديد يقوم على إجراءات ميكانيكية تروم الرفع الإجباري لسن التقاعد والزيادة في الاقتطاعات وتخفيض نسبة حساب قيمة المعاشات، معتبرا ذلك مجرد تأجيل للإشكاليات الهيكلية لصناديق التقاعد لبضع سنوات أخرى، في مقابل المس بالقدرة الشرائية للأجراء وتحميلهم مسؤولية الخلل في حكامة وتوازن الصناديق لم يكونوا طرفا فيهما.

وشّددت الهيئة النقابية ذاتها على أن أي إصلاح لأنظمة التقاعد، يجب أن يكون في إطار شمولي ومنصف ومستدام، في اتجاه إقرار نظام تقاعد بثنائية قطبية، تشمل جميع المتقاعدين على أساس توحيد الأنظمة في قطبين عام وخاص، إضافة إلى نظامين تكميليين، انسجاما مع مبدأ التضامن الاجتماعي الوارد في الدستور، مع إمكانية إضافة صناديق تكميلية اختيارية.

وطالب الاتحاد الحكومة باللجوء إلى حلول مبتكرة لإعادة التفكير في مصادر التمويل البديلة لسد العجز الهيكلي في تمويل أنظمة التقاعد، والرفع من مردودية الاستثمارات الخاصة باحتياطاتها واعتماد منهجية صارمة للتقييم والتتبع لضمان استدامة حقوق ومكتسبات المتقاعدين، بدل الاعتماد على الحلول الميكانيكية السهلة، والتي يمكن أن تمس بالاستقرار الاجتماعي.

 وفي سياق آخر، أكد الاتحاد على ضرورة تأطير الحقل النقابي ضمن مقاربة شمولية ومتكاملة، ويشمل ذلك تكريس الحق في التنظيم وممارسة الحريات النقابية عبر توفير الضمانات للممثلين النقابيين ومكافحة التمييز النقابي، مع وقف الاعتداءات على هذه الحقوق ومراجعة المقتضيات القانونية التي تمسها.

كما شدد الاتحاد على مأسسة الحوار الاجتماعي ليصبح أكثر فعالية وإلزامية في تنفيذ الاتفاقات، بالإضافة إلى مراجعة المنظومة التشريعية والتنظيمية لانتخابات ممثلي المأجورين بهدف تقنين المشهد النقابي وترشيده، وضمان تمثيلية حقيقية وشفافة، ودعم العمل النقابي ليقوم بدوره المحوري في الدفاع عن العمال وتحقيق التنمية الشاملة، مع الإسراع بإخراج قانون النقابات.
